Minimum Requirements to Establish a 4 Machine Kidney Dialysis Centre

The Noor Foundation UK is a UK registered charity established in 1998. Since then, we have established 17 free kidney dialysis centres throughout Pakistan providing free dialysis to poor and needy kidney disease sufferers. It is the intention of The Noor Foundation UK to establish at least 30 dialysis centres by 2010.

The successes of our dialysis centres have only been possible as a result of a unique and harmonious partnership between . This document is intended to act as a guideline for anyone wishing to help establish a new Noor Foundation kidney dialysis centre. The roles and responsibilities of each partner are outlined below:


The Noor Foundation UK is responsible for the entire lifecycle of each kidney dialysis centre project and will do the following:

Pre-commissioning of dialysis centre

Appoint a UK based ‘Coordinating Trustee’ who will act as ‘Project leader.’ This person will be a member of The Noor Foundation UK and will be non-politically motivated individual with honesty, integrity, drive and enthusiasm totally committed to the establishment and longevity of a dialysis centre in a particular hospital.Approach the relevant Secretary of Health to explain our proposal and ask him to arrange a visit to the hospital with the Medical Superintendent. Visit the proposed hospital with the Medical Superintendent to explain our proposal and how our partnership works.Assess the suitability of the proposed hospital to house a Noor Foundation kidney dialysis centre.Identify a suitable location for a proposed kidney dialysis centre within the Government hospital.Select and appoint a non-politically motivated individual who lives in the proposed locality, with high integrity, honesty and influence as the representative of the Noor Foundation and the first President of an autonomous local NGO bearing the name ‘The Noor Foundation Pakistan’ (“NFPK”)Raise enough funds to purchase the dialysis machines.Open of a letter of credit for ordering, purchase and shipment of the dialysis machines from Germany to Pakistan.Arrange shipment, customs clearance and tax exemption certificates for the dialysis machines once in Pakistan.Arrange safe housing of the dialysis machines until installation and commissioning in the dialysis centre. Facilitate at least six months Nephrology training for nurses at one of our partner ‘Centres of excellence’ Facilitate the training of doctors and technicians at one of our partner ‘Centres of excellence.’Arrange delivery and commissioning of the dialysis machines once all pre-commissioning conditions are met by our other partners.

Post-commissioning of dialysis centre

Pay for annual maintenance contracts for each dialysis machine once the manufacturers warranty has expired, ensuring maximum uptime of machines.Pay for the costs of servicing, replacement of parts and labour for any faulty dialysis machines.Pay for and arrange monthly delivery of Citrosteril fluid to each dialysis centre to de-calcify and hot disinfect each machine at least once a day. This prevents cross infection of patients and vastly increases the life of the machines.Provide support, motivation, expertise, and guidance to the NFPK in running the dialysis centre.Help the NFPK to raise funds from local people, philanthropists and through marketing and other fundraising programmes in order to make these centres self-sufficient. Maintain contact with the dialysis centre largely but not exclusively through the ‘Coordinating Trustee’ at least once a month.Negotiate with dialysis machine manufacturers and their agents to ensure that an optimum service is provided at all times.Maintain high level contact with Government departments, Health secretaries, Medical Superintendents, Philanthropists and other interested partners to encourage activity for the benefit of all dialysis centres. Liaise with Government agencies such as Beit-ul-Maal at a high level to ensure any existing funds are available to the dialysis centres.Maintain high level contact with ‘Centres of excellence’ to ensure continued access to free training and development for dialysis centre doctors, nurses and technicians.Provide regular clinical and ethical guidelines to the dialysis centre as and when new guidelines are released.Arrange holiday dialysis for patients outside of Pakistan wishing to dialyse in the dialysis centres.Provide further kidney dialysis machines, as and when demand for the service necessitates more machinery.Act as mediator resolve any issues throughout the lifecycle of the project.

The day to day running and managing of the dialysis centres will be undertaken by the Noor Foundation’s sister organisation - a local autonomous NGO registered in Pakistan, bearing the name ‘The Noor Foundation Pakistan’ (“NFPK”)

Each NFPK is a local NGO, established with specific remit for a particular dialysis centre. The NFPK will be led by a non-politically motivated individual who lives in the proposed locality, with high integrity, honesty and influence. The said individual will be the representative of the Noor Foundation UK and the first President of the local NFPK.

The President of the NFPK has full authority from The Noor Foundation UK to do the following:

Form and register a local division of the NFPK as an NGO with the Social Welfare department.Open a bank account under the name of the NFPK of that particular location.Appoint the rest of the NFPK executive committee. The NFPK executive committee will consist of good and upstanding members of the local community from different backgrounds who are willing and able to provide their services for free in the running and financing of the dialysis centre.

The NFPK will be responsible for:

Pre-inauguration of centre

Refurbishing the proposed centre to a standard approved by The Noor Foundation UK. Raising funds to purchase a ‘reverse osmosis’ water filtration plant (typically Rs 5,000). This must be installed before the dialysis machines are installed. Ensuring there is at least 15 Lakh Rupees (Rs 1,500,000) in the AFBI account, as insurance for the first years running expenses.

Post-commissioning of centre

Managing the day-today operational aspects of the kidney dialysis centre.Financing the day to day running costs of the centre, ensuring that there are sufficient funds to provide totally free dialyses. A four machine dialysis centre operating one shift, 6 days a week will typically cost Rs 15 Lakh (Rs 1,500,000) per annum; Liaising with the Noor Foundation UK ‘Coordinating trustee’ to ensure a monthly ‘Coordinators report’ (based on performance of the centre, uptime of the machines and current funding) is completed and submitted to The Noor Foundation UK via the ‘Coordinating Trustees'. Submitting annual audited accounts to the Noor Foundation UK via their ‘Coordinating trustee.’Ensuring the Noor Foundation UK’s extremely high medical & ethical standards are maintained at all times.Ensuring that under no circumstances HEPATITIS B POSITIVE patients are treated in the centre. A specific and separate centre must be established for the care of these patients, due to contamination risks of the virus.Ensuring that at least one machine to be reserved for Hepatitis C positive patients to prevent cross infectionHelping arrange holiday dialysis for patients residing outside of Pakistan.Mounting a plaque in the centre which clearly displays the name and logo of the Noor Foundation UK and the Noor Foundation, Pakistan.
